Tulisan ini juga merupakan tulisan rasmi dalam semua urusan pentadbiran kerajaan dan swasta. Penggunaan tulisan ini tidak terbatas kepada orang Melayu sahaja tetapi juga turut digunakan oleh pelbagai bangsa termasuklah orang Cina, India, Inggeris dan lain-lain. Misalnya surat-surat Raffles kepada pembesar-pembesar Jawa pada tahun 1811 dan surat-surat Sultan Iskandar Muda Mahkota kepada King James 1, semuanya ditulis dalam tulisan Jawi. Sehingga kini sejumlah lebih kurang 5,000 manuskrip Melayu lama tertulis dalam tulisan Jawi yang masih terpendam dalam tulisan jawi di beberapa perpustakaan, muzium dan arkib di seluruh dunia. Sekiranya tulisan jawi luput daripada pengetahuan orang-orang Melayu bermakna manuskrip-manuskrip tersebut akan hanya menjadi bahan tontonan semata-mata. Menyedari hakikat ini, kajian ini difokuskan kepada penguasaan tulisan jawi di kalangan pelajar tingkatan dua kerana pengkaji yakin bahawa salah satu punca kelemahan dan penguasaan jawi di kalangan masyarakat berpunca daripada kelemahan dalam sistem pendidikan yang diamalkan di negara kita. The regional context of the arrangements must be taken into account.
