Malaysia's policy towards territorial disputes : the case study of SIPADAN-Ligitan and Batu Puteh Islands
Abstrak Malaysia has several maritime and teritorial disputes such as Sabah, Sipadan-Ligitan, Batu Putch, Lawas, Limbang and the Spratlys. However, Malaysia decided the disputes over the Sipadan-Ligitan and Baru Puteh Islands through the International Court of Justice (ICJ) instead of the ASEAN High Council. Therefore. this research identified the factors that influenced Malaysia's decision to settle its disputes through the ICJ. This research adopts the frameworks of foreign policy bureaucracy and intemational system in analyzing the key factors that influenced Malaysia's decision as such. It uses both primary and secondary sources of data collection. Analysis of the factors suggests that Malaysia's decision was influenced by the Prime Minister's Department. Other foreign policy bureaucracies, such as the Defence Ministry and the Foreign Ministry, had influenced the Prime Minister's decision through the institution of the National Security Council chaired by him. The National Security Council's coordinating role indicates that, despite the pivotal role of the Prime Minister as the ultimate decision maker, other foreign policy bureaucracies have been directly involved in deciding to refer the disputes to the ICJ. But, the bureaucrats' perceptions have been significantly influenced by the stalemate bilateral negotiations with disputants and the disputes' potential security challenge to stability and great power politics in the region. Finally, based on the discussion in Chapter Four, this research makes several important recommendations.

The whole of the Hikayat Awang Sulong Merah Muda is about Orang Asli, or...
"The whole of the Hikayat Awang Sulong Merah Muda is about Orang Asli, or rather a tribe of the Orang Asli who migrated from Terengganu to the west coast and made their home at place a place which, according to the description given, is near Gunung Ledang on one side and Mengkalih (Johor\0 on the other. There was already a community there when Awang Sulong's parents arrived, and the people of that community must have been Orang Asli, as there were five batin as chiefs. It is not only the word batin, but also the names used by these people that indicate that they were Orang Asli. As we go further into the narrative, we get the idea that there were two different Orang Asli tribes - one with brown skin where the protagonist, Awang Sulong Merah Muda, belonged to; the other of black skin. The aspect of this narrative that is important to our study is the migration of Orang Asli from the east coast of the peninsula to the west coast, as this coincides with the story told by the Jakun of Alor Gajah to Abdullah Munshi. As Awang Sulong is believed to be a Muslim, an inference can be made that his tribe of Orang Asli must have been absorbed into the Malay race."

"In order to get a better of picture of Lanoh, we applied the lexicostatiscal test on this language and Kensiu-Kentak. The latter was chosen because in Baling, before the migration of the tribes to Perak, Lanoh lived in the same area or settlement as the Kensiu and the Kentak Bong. The percentage score of cognates is only 28%, clearly showing that they belong to different groups."

"The Jah Hut is also a small tribe, and they are all found in Pahang. Writing in 1976, Carey says there were about 2000 of them, a figure which does not seem to show any increase from the onw given in the census of 1969. Carey also writes that there is cultural affinity between the Jah Hut, and another much smaller tribe, the Che Wong (1976, p.132)."

Orang Asli (original people) is...
"Orang Asli (original people) is a Malay term currently in use for small ethnolinguistic groups living on mainland Malay Peninsula and the islands around it. It is a direct translation of the English word aborigines, but this label was strictly used by the British to refer only to those living on the mainland. Those living in the islands and roamed the seas were seen as a separate group and were called "sea-people" or "sea-gypsies"."

"The people earn their common-noun label "sea-gypsies" due to their way of life of living in wooden boats (the kabang) and temporary huts, and foraging for food. The fish they catch from the sea using nets are for their own consumption, and mostly for the purpose of bartering for other goods in the local markets. Hogan writing in 1972 gives an interesting account of the Moken and Moklen, as he does for the Urak Lawoi'."

Malay texts tell of...
"Malay texts tell of the existence of suku or tribes. Each suku is identified with a batin or a penghulu, who got into the good books of the Sultan and was awarded with a maritime region out of which he could build his authority and wealth. Hence, a penghulu or a batin was identified with a region, no matter how small it was. So the highest level was occupied by the chiefs, some of whom bore the title of Raja, or Tok (short form of Datuk or Datu)"

The question of whether the Orang Asli were the first...
"The question of whether the Orang Asli were the first to step foot on the Malay Peninsula has been a moot point among scholars of the history of the peninsula. However, as explained in Chapter 1, there is good reason for retaining the term in Malaysia. As linguistics, Ferdinand de Saussure, which says that language is arbitrary and conventional, and from there to a later theory which says that language is relative, never absolute. On the coining of the term Orang Asli, we believe it was done in full consciousness with the objective of making the people bond with the other Bumiputra."
