Yayasan ini bertujuan memelihara warisan budaya dan sejarah negeri. Gagasan penubuhan Yayasan ini bermula dari Pameran Karyawan Seniman Johor 1987, yang dianjurkan oleh Persatuan Pelukis-pelukis Johor, Majlis Wanita Johor (MAWAR), dan Balai Seni Lukis Negara. DYMM Sultanah Zanariah merasmikan pameran tersebut. Idea untuk menubuhkan Balai Seni Lukis Negeri muncul semasa pameran ini. YM Tuan Syed Ahmad Jamal dan Sdr. Mohd Sanip Lasman bertemu dengan YAB Tan Sri Muhyiddin Yassin, Menteri Besar Johor, untuk mengemukakan gagasan ini, bertujuan meningkatkan "The Gateway Culture" di Johor dengan mewujudkan sebuah galeri seni di Johor Bahru. history
