The thesis is that a research and development project may be set up to develop a language syllabus and teaching materials which are specifically tailored to the needs of a particular group of students and which takes full account of the constraints of the general language situation and of appropriate methodologies. The argument is based on an indepth study of the Un iversity of Malaya English for Special Purpose Project where the materials developed went through several editions.
