Description

Oliver Lyttelton's Reccomendation were made during the Malayan Emergency after his visit to Malaya in 1951 to assess the worsening security situation. He found that the Home Guard system was poorly organized and divided between Malay kampong guards and Chinese New Villagfe guards, with weak coordination and unequal development.
