"The main thrust of these recommendations is that Orang Asli want development and integration into mainstream society, but with their ethnic identities intact. In many ways the recommendations recall the Statement of Policy of 1961, which was abandoned in part after the government adopted the assimilation policy. These recommendations also echo those in the "Memorandum" that came from a conference of twenty-sever Orang Asli headmen from numerous groups in 1982 (Means 1985-1986:649-652; New Straits Times 1982a)."

"On the whole the government's economic programs both inside and outside of regroupment schemes have failed to benefit Orang Asli. Most Orang Asli are actually worse off now than they were before the government began its efforts to "develop" their economies. JHEOA Director-General Hassan Ishak concedes that Orang Asli are the poorest Malaysians, making about M$2100 (US$830) annually by government estimates (as opposed to the average income of M$7600)."

"The JHEOA goal in regroupment schemes is to foster cash-crop arboriculture. The favored crop is rubber, though the price of rubber is generally low and subject to wild variations depending on world market demand. probably the Department continues to favor rubber because it requires little skill to grow and process, needs minimal equipment, and fits Departmental expertise."

"Contrary to the claims of some government officials, Orang Asli are not against development. The Semai who held logs hostage in Pahang wanted development (a road, piped water, electricity), not money. The Temuan in Negeri Sembilan who applied for a license to log their reserve wanted to use the profits to invest in rubber and durian orchards. Left to their own devices, Orang Asli welcome development, provided that it is on their terms and meets at least some of their needs."

"For Orang Asli, the benefits of developing golf courses and resorts are indirect at best. It takes two or three hundred workers to build a golf course. but only about forty to run it, fewer if it is mechanized. A few Semai with the equivalent of a high school diploma have jobs at resorts in the Cameron Highlands. In general, however, these jobs are no better than the ones they replace: occasional labor as rural proletarians collecting forest products or working in the fields."

"The harshest activity with the harshest impact on Orang Asli is logging, a prerequisite to most development projects. Although Malaysia is well known for its export of manufactures, palm oil, rubber, and tin, the two exports which made in the most money in the 1980s were oil and timber. Malaysia's reputation for reckless destruction of rainforest stems largely from its activities in Sabah and Sarawak, which are beyond the scope of this report."

"In the late 1970s, however, the government began a program for converting all Orang Asli to Islam (JHEOA 1983; Mohd Tap 1990:228; see Chapter 5). This reflected a shift in the government's goal from integration to asimilation, which would result in Orang Asli being absorbed into the Malay Population."

"In December 1941 the Japanese invaded the Peninsula and occupied it until 1945. During that period most Orang Asli retreated into the forest and avoided contact with the outside world. They shared the forest with the Malayan Peoples Anti-Japanese Army (MPAJA), a Communist-dominated guerrilla force that formed the only effective resistance to the Japanese occupiers. The MPAJA, mostly Chinese, received support from Chinese squatters and villagers, who the Japanese treated cruelly."

"About 40 percent of Orang Asli today are rural peasants, not deep forest dwellers. That percentage will increase as logging, "development," and forced "regroupment" advance into the interior. These people have economies partially devoted to subsistence and partially to supplying commodities and labor to the market economy."

"To maintain good relations with the superhumans, Batek communicated with them regularly through singing sessions in which shamans might go into trance and send their shadow-souls to visit the superhumans. At the beginning and end of fruit seasons, people built low platforms of tree bark on logs, covered by a huge lean-to-roof of thatch. There they sang to the superhumans, first, to ask for abundant fruit and, later, to thank them for sending it."

"Orang Asli contact with Chinese is largely economic. They sometimes sell products to Chinese middlemen, work in Chinese enterprises like tea estates, and buy things from Chinese shops. The only credit available to most Orang Asli is that which Chinese extend to people who work for or trade with them. Despite some exploitation, there is enough mutual benefit that business relationships between Chinese and Orang Asli are common throughout the Peninsula."

"The people who have lost the most from development in Peninsular Malaysia, however, are Orang Asli, the "original people" or "aborigines." Orang Asli have not only been left behing in the rising prosperity of the nation, their economic condition has deteriorated. They have been transformed from economically independent food and commodity producers to landless wards of the state, confined more and more to dusty regroupment villages where they eke out a living from casual wage-labor, rubber-tapping, and collecting rapidly dwindling supplies of forest produce for sale. This has happened despite the fact that a special government agency concerned with their welfare, the Department of Aboriginal Affairs (JHEOA), has existed since 1954."
