"In one or two cases, groups of Negritos have settled down more or less permanently, and this has resulted in the rise of a village leader, called the 'penghulu' or 'headman'. A village of this kind is essentially the territorial equivalent of a horde; that is the village consists of two or more related bands, under an elected leader."
